The noon (1/21/2014) webinar was well attended, about 90+, and great conversation/chat.
One item that came up was whether the triclopyr products (Garlon, in its various formulations such as Garlon 3 and Garlon 4, are of restricted use. I can only speak for the regulations in NY, which tend to be more restrictive than in other states. In NY you can check the status of any registered pesticide here. The URL is http://pims.psur.cornell.edu/ You can use this link to confirm the status of every pesticide that is legally registered for use in NY.
If you live in NY, you should use the link above to obtain a label approved for NY....labels that are legal in other states may not be legal in NY. In many cases the EPA approved label is slightly different than what appears for use in NY. A product may be "restricted" in NY and not in another state.
As I review the link above for triclopyr products, it seems to me the following are "restricted" in NY, which means you must be a (commercial or private) certified applicator to purchase and to apply these products:
